if i rmb correctly, the recent heavy rain is caused by the el-nino [smth like that] effect, which happens [i think] every 10 years or so and spells heavy rains/worse than usual weathers(?). according the newspaper and my own contextual knowledge.

why am i using the words again. -.- i thought me already had enough with it frm the last 2 years...
